How do i close a window with no tool bar?

Every time i turn my laptop on a window pops up saying something along the lines of "end google agreement" it has no tool bar and i close it by pressing "alt F4" however it pops up again every time i turn my laptop on again. when i start task manager it says that there is nothing running..... :S
