Monitor troubles, Help!?

When i log on to my PC my monitor screen is all green. That is there is no task bar, no start button, no time display and no icons are on the desk top. None of the key board hot keys (like Alt+F4 or F3) work. But when left idle my screen saver comes on. Can some one help me please please please?
