Should I purchase a 75-300 F4 lens? For my Canon Rebel?

Hi, I currently only have a beginner kit lens but I'd like to expand my collections. A man is selling this lens for 100 dollars its hardly used, good condition etc. But he said this " doesn’t have the image stabilization, but it works great as a standard zoom lens." What does this mean to me? Will photo taking be more difficult for me I'm quite amateur still. Advice please, on whether this is a wise purchase or not.
