What's wrong with my properties window on Visual Studio it' empty.?

I'm building a game using the tutorial on cprogramming.com. It shows you how to build a three in a row or more same game. I got to the third page and it asks me to open the properties window. I open it and it's devoid of anything. When I press the F4 button or alt-enter I just get this message, "There are no property pages for the selection." The toolbox tab is also similarly empty I can't finish the tutorial with out some of those functions so can some one tell me how to solve my problem.
